CSO Platform for Reform is a coalition of over 71 civil society organisations across Malaysia, coordinated by a dedicated team and united in driving institutional reforms through strategic policy engagement, collective advocacy, active public discourse and policy research. The Platform operates through four thematic focus areas known as Umbrella Reform Clusters (URCs) which serve as strategic pillars for coordinated advocacy, policy engagement and public mobilisation. Through collective action, the Platform plays an integral role in shaping a more transparent, accountable and rights-respecting Malaysia.
1) URC Key Law & Policy Reform Targets the repeal and reform of regressive laws such as SOSMA, the Sedition Act and the Official Secrets Act, pushing for rights-based legal frameworks that reflect democratic norms and protect fundamental freedoms.
2) URC Institutions Reform Champions structural reforms in core institutions including the judiciary, police, MACC and the Attorney General’s Chambers. It pushes for prosecutorial independence, robust external oversight through a strengthened IPCMC and institutional autonomy free from political interference.
3) URC Governance & Leadership Reform Drives accountability and integrity in governance by advocating transparent public appointments, institutionalising shadow cabinets, bolstering anti-corruption safeguards and securing protections for whistleblowers and civic actors.
4) URC Parliament & State Legislative Assembly Reform Strengthens legislative institutions by contributing to reforms such as Undi18 and participating consultations on Parliamentary Services Act, enhancing Parliamentary Special Select Committee powers, institutionalising bill scrutiny and ensuring more inclusive, effective legislative processes nationwide.
