Khởi nguồn từ năm 2013, Hiệp hội người Việt tại Singapore được hình thành với mục tiêu giúp đỡ người Việt Nam tại Singapore có cuộc sống ổn định và hòa nhập cộng đồng tại quốc đảo Sư tử này. Hiệp hội khởi đầu trên ba nhiệm vụ chính là:
Tổ chức sự kiện gặp gỡ giao lưu cho người Việt tại Singapore Giúp đỡ các công ty và cá nhân Việt Nam thành lập doanh nghiệp tại Singapore Giúp đỡ tìm việc làm cho các cá nhân người Việt và gốc Việt
Sau khi Singapore và Việt Nam ký hợp tác chiến lược bởi Thủ tướng Lý Hiển Long và Thủ tướng Nguyễn Tấn Dũng, các sáng lập viên nhận thấy thời điểm đã chín muồi để chính thức cho ra đời và thành lập Hiệp Hội Người Việt Nam tại Singapore - Vietnamese Association in Singapore (VAS) theo Luật pháp Singapore, có tư cách pháp nhân (Giấy phép số T16SS0038B cấp bởi Tổng cục Quản lý các Hiệp Hội tại Singapore) để thực hiện nhiều mục tiêu lớn lao hơn trong đó có:
Bảo vệ quyền lợi của người Việt và gốc Việt tại Singapore.
Giúp người Việt hòa nhập cộng đồng về cả kinh tế, chính trị và văn hóa.
Kết nối đầu tư song phương giữa các công ty, tập đoàn của Singapore và Việt Nam.
