Pusat Pengembangan Riset Sistem Peradilan Pidana Lembaga Penelitian dan Pengabdian Kepada Masyarakat Universitas Brawijaya disingkat PERSADA UB dibentuk melalui Peraturan Rektor Universitas Brawijaya no. 31/2015 jo. Keputusan Rektor Universitas Brawijaya Nomor: 390/2015 jo. Keputusan Rektor Universitas Brawijaya Nomor: 470/2015 sebagai respon dari tuntutan reformasi sistem peradilan pidana yang berbasis pada prinsip akuntabilitas, transparansi dan perlindungan terhadap Hak Azasi Manusia.

Harapannya melalui PERSADA UB, permasalahan-permasalahan yang mengemuka dalam proses penegakan hukum di Indonesia dapat dikaji dengan pendekatan multidisiplin. Apalagi terdapat momentum untuk melakukan kajian dengan pelibatan keilmuan multidisiplin saat pemerintah mencantumkan perubahan Kitab Undang-undang Hukum Acara Pidana dalam Program Legislasi Nasional tahun 2014-2019 dan Instruksi Presiden nomor 7 tahun 2015 tentang Aksi Pencegahan dan Pemberantasan Korupsi yang menekankan pentingnya reformasi manajemen perkara pidana di lembaga-lembaga penegak hukum seperti Kepolisian, Kejaksaan dan Pengadilan melalui system e-case management (manajemen perkara online). Tentunya untuk merealisasikan reformasi penegakan hukum diperlukan pendekatan kelimuan yang multidisiplin demi menghasilkan solusi yang lebih komprehensif.
