ตลอดช่วงเวลาที่ผ่านมารัฐบาลมีความมุ่งมั่นในการปรับปรุงให้รัฐวิสาหกิจมีประสิทธิภาพในการบริหารงานและส่งเสริมกิจกรรมของรัฐวิสาหกิจให้มีบทบาทต่อการพัฒนาเศรษฐกิจของประเทศ ทั้งนี้เพื่อให้เกิดประโยชน์ต่อส่วนรวม (Public interest) รวมทั้งตอบสนองต่อความต้องการของประชาชนอย่างแท้จริง ในปี 2538 คณะรัฐมนตรีได้มีมติเห็นชอบให้นำระบบประเมินผลการดำเนินงานรัฐวิสาหกิจมาใช้ เพื่อติดตามและกำกับดูแลประสิทธิภาพการดำเนินงานของรัฐวิสาหกิจ โดยมีการเชื่อมโยงเข้ากับระบบแรงจูงใจของพนักงานและคณะกรรมการรัฐวิสาหกิจ ซึ่งในการบริหารจัดการระบบประเมินผลดังกล่าวได้กำหนดให้มีคณะกรรมการประเมินผลการดำเนินงานรัฐวิสาหกิจ รวมทั้งมอบหมายให้กระทรวงการคลัง โดยสำนักงานคณะกรรมการนโยบายรัฐวิสาหกิจ (สคร.) ทำหน้าที่เป็นฝ่ายเลขานุการของคณะกรรมการประเมินผลฯ
สำนักงานคณะกรรมการนโยบายรัฐวิสาหกิจ (สคร.) จึงมีแนวคิดในการจัดตั้ง “สถาบันวิจัยและพัฒนาองค์กรภาครัฐ” (สพร.) หรือ Institute of Research and Development for Public Enterprises (IRDP) ขึ้นเป็นหน่วยงานอิสระในรูปแบบมูลนิธิ โดยได้เริ่มก่อตั้ง ณ วันที่ 30 เมษายน 2555 โดยมีภารกิจในการสร้างความแข็งแกร่ง และเพิ่มขีดความสามารถในการบริหารงานขององค์กรภาครัฐ ทั้งนี้ สคร. จะทำหน้าที่กำกับดูแลนโยบายการทำงานของ IRDP ผ่านคณะกรรมการมูลนิธิทำให้องค์กรมีความคล่องตัวในการบริหารงาน อีกทั้งเพื่อให้เป็นองค์กรที่มีความเป็นเลิศในศาสตร์ด้านการประเมินผล ที่ปรึกษางานวิจัยและพัฒนา รวมไปถึงการฝึกอบรม ทำให้เกิดการประมวลข้อมูลอย่างเป็นระบบเพื่อพัฒนาต่อยอดองค์ความรู้ ซึ่งจะสร้างประโยชน์ให้กับองค์กรภาครัฐ รัฐวิสาหกิจ และประเทศชาติต่อไป
