Since Vietnam promulgated the Foreign Investment Law at the end of 1987, it has officially entered a new era of market opening. Facing an investment environment that is completely unfamiliar and full of uncertain factors, Taiwanese businessmen bravely advance (money into) this land and open up territory to carry out trade and investment business activities. It has been nearly two decades. Since a completely closed market, Vietnam has gradually embraced the world market, incorporated into the system of international division of labor, and has become an indispensable part of the world economic production system. Taiwanese businessmen have also increased their operations in Vietnam year by year, and their investment funds have repeatedly hit new highs. They have become the "new Chinese businessmen" in the new era among Vietnam's economic groups.
In June 1994, with the efforts of all parties, Taiwanese businessmen organized the "Southern Vietnam Taiwanese Business Association" and the "Northern Vietnam Taiwanese Chamber of Commerce". Formally transform the Taiwanese businessmen's activities of chaos gatherings into a Taiwanese business organization with regulations. The purpose of the founding of the association is not only to enhance the exchange of investment and management experience between Taiwanese businessmen, but also to actively participate in Vietnam's industrial and commercial activities, and strive to become a driving force for the advancement of Vietnam's society and economy.
In 1994, the North and South Shuanghui jointly participated in the inaugural meeting of the "World Federation of Taiwan Chambers of Commerce". The "Vietnam-Taiwan Chamber of Commerce Association" was merged and formed as the window to represent Vietnam. Through the activities of the World Chamber of Commerce, Vietnam’s investment environment was introduced to Taiwanese businessmen living around the world, and actively assisted the Vietnamese government in attracting foreign investment.
