The Indigenous Territory Registration Agency (Badan Registrasi Wilayah Adat / BRWA) was established to address the lack of reliable data and documentation on the existence of Indigenous peoples and their territories, despite extensive participatory mapping efforts conducted across Indonesia.
For years, the Government of Indonesia has not maintained an official map or database recognizing Indigenous communities and their customary lands. This absence of data has posed serious challenges—both for government institutions and Indigenous peoples—particularly in advancing the recognition and protection of Indigenous rights.
Main Functions and Roles BRWA serves as a national platform for consolidating Indigenous territory maps through a systematic registration process that includes submission, verification, validation, and publication.
Objectives of BRWA
To provide an Indigenous territory registration system that accurately demonstrates the existence of Indigenous peoples and their territories, and that can be adopted by Indonesia’s national registration system.
To ensure that documentation on the existence of Indigenous peoples and their territories is used as a key reference in the process of recognizing and protecting Indigenous rights.
To strengthen multi-stakeholder collaboration in promoting policy change and implementation that recognizes Indigenous peoples’ rights and territories.
To support the realization of Indigenous peoples who are sovereign, self-reliant, and dignified in all aspects of life.
