Reformasi yang terjadi pada tahun 1999 telah merubah tatanan sistem pemerintahan di Indonesia dari sistem sentralisasi menjadi sistem desentralisasi, yang pelaksanaannya diwujudkan dalam bentuk otonomi daerah.
Keberhasilan dalam melaksanakan otonomi daerah akan sangat menentukan perjalanan bangsa dan negara di masa mendatang.
Dalam upaya mendukung keberhasilan pelaksanaan otonomi daerah maka Pemerintah Kabupaten seluruh Indonesia membentuk wadah kerjasama Pemerintah Kabupaten, dengan nama Asosiasi Pemerintah Kabupaten Seluruh Indonesia (Apkasi).
Pendeklarasian dilakukan pada tanggal 30 Mei 2000 oleh 26 Bupati yang mewakili 24 Provinsi pada saat itu. Kini Apkasi beranggotakan 416 pemerintah kabupaten.
