Description

In mid-2022, MG Corporation (MG), Balanggarra Ventures Limited (a subsidiary of Balanggarra Aboriginal Corporation) (Balanggarra), Kimberley Land Council (KLC) and Pollination Capital Partners (Pollination) came together to develop a clean energy project using a new model of resource project development in which Traditional Owners are the controlling shareholders, rather than passive stakeholders.

The Aboriginal Clean Energy Partnership (ACE Partnership) was estabilished to develop a large-scale renewable energy, green hydrogen and ammonia production project, with export facilities at the existing Wyndham Port (the Project) in the East Kimberley region of Western Australia.

The ACE Partnership is an equal-share joint venture formed between MG, Balanggarra, KLC and Pollination, and the first of its kind in the Australian renewable energy and green hydrogen market. It is built on the foundations of placing self-determination and economic independence for Traditional Owner groups at the centre of the project development model. Importantly, it transitions Traditional Owners from being project stakeholders to project shareholders at the stage of the Project when their contribution of, and connection to, the land required for the Project can significantly de-risk and accelerate the Project schedule.

The Project model will deliver substantial benefits to First Nations peoples in the region. As Balanggarra, MG and KLC (First Nations Partners) have been involved from Project inception, they have been able to commence workforce planning to design and deliver tailored training and business development needs to maximise jobs and opportunities from the Project for local First Nations peoples. The income from the Project via shareholding, lease agreements and ILUAs, will allow the First Nations Partners to design tailored community benefits, and have economic independence and self-determination that has not been afforded by resources projects in the past.
